Incident: Performance issues on Hub

We're continuing to see performance issues on the Hub UI similar to yesterday. While performance impact is less substantial than yesterday, sign-up confirmations seem to be affected most.

Performance issues on signups and other accounts-based actions have resolved

We're seeing performance issues on Hub again today, especially on user sign-up. We're investigating.

Related, yesterday we deployed a fix to help prevent new user sign-ups from being created without associating an email address. We will be clearing those orphaned usernames from Docker Hub to allow those users to be recreated.

We've rolled out a change that may alleviate the performance issues with signup. So far it's stable, though the issues have been intermittent and thus can't be confirmed yet; we'll monitor it.
