The issue has now been resolved.
AWS notes that the issues has been ongoing between 1:52 AM and 3:35 AM PDT.

"Between 1:52 AM and 3:35 AM PDT we experienced increased API error rates and latencies in the EU-WEST-1 Region. The issue has been resolved and the service is operating normally"

We are monitoring the systems to confirm that the problems are solved.
