Following investigation it has been determined that this is not an issue. Both 15 character and 18 character opportunity IDs are valid in Salesforce. We are using the 15 character IDs in Sequence.
Some quotes created from Salesforce have truncated opportunity IDs. We are investigating the cause of this problem.
