We recommend keeping that initial pre-populated line item, and if you want to begin your quote with an optional line item or text line item, simply drag the pre-populated line item down in the list instead of deleting it.

We have fully investigated, and are no longer experiencing an issue with creating quotes. Our Engineering team is actively discussing how to prevent future disruptions similar to this one.
