We are currently investigating the issue. The symptoms are that either adding new repository or installing Travis CI GitHub App from scratch results in repositories not being activated and builds cannot be triggered.

User synchronization operational. The queue drain was finished at GMT 13:00. We will be monitoring the situation over next hours, looking for any remaining issues caused by the incident. We're draining the pending messages to GitHub API queue. It may take some time before all affected accounts are enabled again.
