The nodes had finished restarting and had been added back to the load balancer (LB) at 13:04:23 UTC. There was a period of four minutes (13:00:18 - 13:04:23) where there was only a single node in the LB, during which, some inbound connections may have received "At Capacity" or other unspecified errors.
