CatM Meters - Data Ingest Delay

Data is aggregating without further issues with respect to the database. We are continuing to monitor operations to ensure we address any detected reading "gaps", should these be reported.

Recovery is underway after database restoration. Data ingest is dependent on readings retrieval, then placement into pipeline, prior to availability for site statistics, and we will be monitoring for issues during this recovery phase. The system will be on a maximum of two full cycles per day in this phase. We will upgrade to "degraded performance" once the backfill is verified.

A problem was detected with the database which has temporarily halted the meter data collection. The readings will delayed until the database is back to normal operations
