Degradation in upstream GitHub services causing timeouts in GitHub Actions workflows

We're experiencing elevated job failure rates in our EU region due to a network issue affecting connectivity to GitHub infrastructure. Jobs are timing out (100s) when downloading GitHub Actions, tooling binaries, and version manifests from [api.github.com](http://api.github.com) and GitHub's release CDN, while other package registries (PyPI, npm, [crates.io](http://crates.io), Packagist) remain reachable.

We're noticing a recovery in the connectivity between our EU region and GitHub infrastructure. Job error rates are returning to normal. We'll keep monitoring the error rates as well as the git checkout durations.
