We're seeing PayPal intermittently return the error "Authentication/Authorization Failed: You do not have permissions to make this API call." for valid subscription cancellation requests.
This appears to be an issue on PayPal's end. We are currently investigating further. In the meantime, re-attempting the cancellation a few times will usually see it go through successfully.
