Twilio have implemented a change to retry impacted messages. In the event their partner updates their validation, they will attempt to deliver these messages. If the message expires, customers should receive https://www.twilio.com/docs/api/errors/30036 as the message error code.

The issue has been identified. Meta has made a change to enforce prevention of URLs in variables which has resulted in messages failing with error 63005. To avoid these errors, URLs can be utilized in call to action URL buttons. Variables sent in CTA URL fields require the website domain to be static. Alternatively, URLs can be sent in text within a 24 hour conversation window. CTA URL buttons can be used with 'card' https://www.twilio.com/docs/content/twiliocard and 'call-to-action' https://www.twilio.com/docs/content/twilio-call-to-action templates.

Twilio engineers are currently working on a fix.
