We have confirmed it is a bug on iOS 17.1 as it no longer happens on 17.2 (Beta release).
We continue to recommend that our customers do not manually remove the VPN profiles while on iOS 17.1.
This will be resolved once iOS 17.2 is officially released.

We have identified that this issue only occurs if the profile is manually removed.
As such, we suggest that our users do not manually remove the VPN profiles while on iOS 17.1.
We will continue to work on a permanent fix for this.
