Increased errors for SaaS Windows Runners

We are seeing an increased rate of errors for Windows SaaS Runners. This is causing pipeline jobs to fail. We are investigating possible causes and mitigation actions. More details available in the incident issue: https://gitlab.com/gitlab-com/gl-infra/production/-/issues/19553
