We're attempting some longer-term remediations that are having impacts for our second datacenter.

We've identified the problem as a networking issue, and have stabilized the API and OCSP. Clients should no longer see degraded performance, though we are operating with reduced redundancy at this time. We're working with our vendors to resolve the underlying issue.
