The underlying issue has been identified as an issue originating with Cloudflare's Hyperdrive service (https://www.cloudflarestatus.com/incidents/xcjxbfgs135k).

OnlineOrNot will continue to run from its fallback systems until Hyperdrive is confirmed to be stable again.
