This incident has been resolved. The situation is back to normal.
Network in AMS was temporarily routed through Cogent, and network in PAR via Telia, but both have now been set back to Level3
Deutsche Telekom AG stopped announcing their IP to other than Telia Transit provider, generating saturation on many transit provider toward DTAG
We are re-routing DTAG traffic to Telia, but as many other provider are doing the same, there might be some saturation betweeen Telia and DTAG
Level3 routing to Deutsche Telekom AG is going through the USA with most likely saturated path
