Amazon is reporting a degraded performance issue, please visit https://health.aws.amazon.com/health/status to know more. Amazon has applied multiple mitigations across multiple Availability Zones (AZs) in US-EAST-1 and are still experiencing elevated errors for new EC2 instance launches. They are rate limiting new instance launches to aid recovery and will provide an update at 7:30 AM PDT or sooner with additional information.

Between 11:49 PM PDT (Oct 19) and 3:01 PM PDT (Oct 20), AWS US-EAST-1 experienced elevated error rates and latency due to DNS issues affecting DynamoDB and dependent services (EC2, Lambda, CloudWatch, IAM, etc.). AWS mitigated DNS and EC2 subsystem impacts, restored Network Load Balancer health checks by 9:38 AM, and gradually reduced throttling until full recovery. All services are now operating normally.
