403 Forbidden Errors on Download Requests

Beginning around 3:15 PM EDT, some users of the API began incorrectly receiving 403 responses on requests to our Download endpoints. The response included the message "Your contract does not allow access to the stock item.". This error has been resolved as of 4:45 PM EDT.
