Microsoft resolved the issue at around 1:30am eastern and PennO365 is functioning normally.
All email sent during the outage was queued and delivered.
The root cause of the issue was identified as lack of capacity due to maintenance on a portion of their infrastructure.
Microsoft has identified the issue and stabilized the infrastructure. Services are returning to normal, but it will take some time for full functionality to be restored. You may start to see delayed email being delivered.
PennO365 services are currently in a degraded state. You may encounter slowness or tools not loading.
