Engineers noticed issues with accessing the Heroku Dashboard and CLI and Platform API failures between 15:45 to 15:59 UTC on Dec 8th.

This happened as a result of a maintenance operation that was expected to be non-impacting but ended up requiring us to restart processes causing the API to be unavailable during the observed times.
