We have identified the root cause as an issue with a underlying subsystem responsible for the creation and modification of related EBS volumes. Engineers are actively engaged, and are working on multiple parallel paths to mitigate the issue. At this time, we recommend customers launch new EC2 instances in other Availability Zones where possible. Connectivity to existing instances are unaffected. Other AWS Services that rely on EC2 for new instance launches may also be experiencing API errors or issues in their workflows. We will provide you with an update at 6:30 PM PST or earlier.
