Expired license for Microsoft Hosted Agents affecting windows-latest

The impact is almost fully mitigated at this point. We have one smaller pool in US region which is not yet updated. Other geographies are mitigated.

We are progressing with the rollout but it will take longer than originally planned. About 20% of the requests should be getting the new image but it is possible we will be able to fully mitigate this only on Monday.

We will be rolling out a new version of the image through our deployment rings and validating it. Currently (optimistic) ETA is to finish the rollout of new image around 4pm UTC (2024-09-13).

Microsoft Hosted Agents have an expired Visual Studio license. Customers using the "Azure Pipelines" pool and `windows-latest` (alias for `windows-2022`) label and relying on visual studio may see failures like this:
