[Brazil][PIX] Payment processing degradation

This incident has been resolved. PIX transactions are processing normally, including transfers using PIX keys and QR code payments. Conversion rates have returned to expected levels.

At this time, any PIX transfer using a PIX key is failing, including QR code payments. Transfers made via bank account details (agency/account) remain functional.
