Summary: Some jobs on Phoenix are currently being held for lack of funds despite sufficient funds being available in the charge account.
Details: Some researchers are finding that their Phoenix jobs remain in the queue with AssocGrpBillingMinutes as the reason, which ordinarily indicates a lack of sufficient funds available for the requested job. Currently, in some cases, this is not accurate. In some cases, this message is accurate, as an earlier issue meant that some account balances were inaccurate as of April 1. The PACE team is investigating the source of this issue for inaccurate cases.
Impact: Phoenix jobs may be held in queue unexpectedly, even when funds are available. Jobs on the embers backfill QOS, which do not require available funds, are also impacted.
