Incident Report
Summary: [Cloud Build] Builds failing for new projects during default service account initialization
Description: We are experiencing an issue with Cloud Build beginning on Tuesday, 2024-03-19 12:06 US/Pacific.
Our engineering team continues to investigate the issue.
We will provide an update by Tuesday, 2024-03-26 10:00 US/Pacific with current details.

Diagnosis: Users may experience Builds failing in new projects that does not have a default compute service account and haven't successfully completed a prior GCB build
Workaround: ** If the project does not have a compute service account (i.e. PROJECT_NUM-compute@developer.gserviceaccount.com), the user may enable GCE API to add the service account and builds should work
** The user can run builds using logging option CLOUD_LOGGING_ONLY.
