Delayed background processing for German customers.

We have continued to monitor the reported delays affecting certain background tasks. Processing times have returned to expected levels for this time of year, and most jobs are completing normally.
Permanent deletions are expected to take longer to process than other job types.

We expect the queue to be processed by the morning of August 18.
