Title: Some users may be unable to make Public Switched Telephone Network (PSTN) calls using the Microsoft Teams Android mobile

User impact: Users may be unable to make outbound PSTN calls using the Microsoft Teams mobile app for Android.

More info: This issue is specific to Android devices running client version 1416/1.0.02023092901/0516 only. To avoid this issue, users can manually enter the country code when making PSTN calls or leverage alternate Microsoft Teams connection methods, such as the desktop client, until this issue is resolved.

The issue doesn't affect PSTN calls to users that are in the contacts list.

Current status: We're monitoring the deployment of the latest client version that contains the fix. We were able to expedite the release and expect it to reach all users by June 10, 2023.

Scope of impact: Any Microsoft Teams Android mobile app user with client version 1416/1.0.02023092901/0516 may be unable to make outbound PSTN calls from their device.

Root cause: A code change resulted in the Microsoft Teams mobile app for Android incorrectly prepending a "+" to the dialed number, which caused the library used to normalize dialed numbers and prepend country codes to not respond properly.

To avoid this issue, users can manually enter the country code when making PSTN calls or leverage alternate Microsoft Teams connection methods, such as the desktop client, until this issue is resolved.

The issue doesn't affect PSTN calls to users that are in the contacts list.

Current status: We've confirmed that a code change resulted in the Microsoft Teams mobile app for Android incorrectly modifying dialed numbers, specifically prepending a "+". This caused the library used to normalize dialed numbers and prepend country codes to not respond properly. A fix for this is already included in the latest client version which has begun deployment, and a small number of users may already have this updated version available in their app store. We estimate the remainder of the fix deployment will complete around Monday, June 12, 2023; however, we're looking into options to expedite this deployment for faster resolution.

Current status: We've confirmed the issue is specific to the latest client version only, as the issue does not reproduce in previous versions. We're continuing to review this latest client version to determine what change, specifically, resulted in impact. In parallel, we've begun rollout of a newer client version, which we've tested for impact on and are unable to reproduce the issue. We're monitoring this new version rollout and are reviewing options to see if it can potentially be expedited to resolve the issue for all impacted users.

Current status: We're investigating whether the most recent client version update introduced a regression which is resulting in impact. To assist in both confirming this as a potential source of impact and formulating potential remediation actions, we're attempting to reproduce the issue on the previous client version.

Scope of impact: Any Microsoft Teams Android Mobile app user with client version 1416/1.0.02023092901/0516 may be unable to make outbound PSTN calls from their device.
