This incident has been resolved.
The issue affecting Mentor in the ODC Portal was caused by an outdated permission check that remained in place after a recent change to how the service communicates internally. Our team has removed that check and confirmed that generating and editing applications using Mentor is working as expected across the affected regions.
We apologise for any inconvenience caused.
