The carrier confirmed that they have an issue on their servers. They are working to deploy a fix as soon as possible. By reprocessing the shipment the label will be generated correctly

The carrier is now operational again.
In case you still have some orders in error, "URL error 28: Operation timed out after 10000 milliseconds with 0 out of 0 bytes received."
re-elaborate them to obtain the shipping labels.
