A fix has been implemented and we are monitoring the results.
We have identified a solution that will be released by Sunday August 12.
When publishing a video, the progress indicator may get stuck at 95%. If this happens, please refresh the page after a few minutes, and you should see the video did indeed publish successfully. This issue is just with the progress indicator, not with the actual publish process.
