We have resolved the issue and are monitoring. Next ~2 hours we will bring up any missing features (e.g. proxy lists updating) and keep updating this page.
We have rebuilt the broken parts of the system and expect to not experience similar intermittent issues again. We will provide a complete post-mortem of the outage with a separate post in the next couple of days.
