The issue affecting the Sandbox/Testing Environment has now been fully resolved. Authorize.net is conducting an internal review of the events to mitigate future occurrences.

Account creation has been re-enabled mitigating the issue with the Sandbox/Testing Environment. We are monitoring to confirm the issue is fully resolved.
