This incident has been resolved, Microsoft have restored all Azure Datacenter fiber Link connections and it is now working normally.

Microsoft Azure is currently experiencing performance related issues in their Western Europe region, the impacted fiber links have now been repaired and Network capacity between the affected datacenters is being restored. Many of the Azure internal and external services have seen signs of recovery from 15:30UTC but Microsoft will continue to work on mitigating some latency issues and monitor the network infrastructure.
