Degraded Performance on the GitLab Customer Portal

The Customers Portal (customers.gitlab.com) is experiencing intermittent 503 errors due to a partial outage on a 3rd-party API. Details in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/7550.

We've been notified by the 3rd-party API that a fix for the issue has been applied and they are monitoring to ensure the problem does not recur. The Customer Portal is currently operational. Details in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/7550.
