This incident has been resolved. WhatsApp message template approvals are now processing normally, and the backlog of pending templates has been cleared.

Meta has resolved the underlying issue affecting new WhatsApp message template approvals. Templates created after this fix should process normally.
Meta is now working through the backlog of pending templates and expects to complete review of all outstanding submissions within the next 24 hours. For templates created on June 13th that have been pending for more than 24 hours, please raise a support ticket.
We are continuing to monitor to ensure full resolution and will provide a final update once confirmed.
