RingCentral Operations teams have implemented a hotfix for the issue preventing RingCentral Engage Voice customers from receiving inbound calls. 
Teams are monitoring the situation for potential traces of impact and will submit more info once this is available. If you are still experiencing this issue, please reach out to RingCentral customer care.
