A portion of customers may experience issues with placing outbound calls from the mobile app when the setting is to use "Carrier minutes only". As a workaround users can disable the "carrier minutes only" in the settings, use WiFi, or use mobile data. If you are experiencing this issue, please reach out to customer care.
