During Investigation our Engineers detected SMS Delivery Delays over multiple networks in Burkina Faso, not only Orange. We keep working with our carrier partner to resolve this issue. We will provide updates over the following notification SMS Delivery Delay to Telecel Network in Burkina Faso: https://status.twilio.com/incidents/72fs7y6k2cdx and will resolve this one to avoid confusion.
