API gateway returning 429 rate limit errors for endpoints without a rate limit policy

Today at approximately 12:50PM PDT, we started deploying an update to the API gateway which contained changes to the rate limiting logic.
The update inadvertently caused requests to endpoints without a rate limit policy to eventually get rate limit error responses (response code 429).
The change was rolled back by about 14:05 PDT, and as of now 429 responses, system-wide, have returned to previous/normal levels.
