The team is currently investigating an issue where HubSpot CTI (embedded dialer) initiates an outbound call from every browser tab. The CloudTalk team has contacted the partner to understand what has changed in their calling SDK. We recommend customers use CloudTalk Desktop or Web phone apps for calling until the issue is resolved.

Solution
Outbound calling is possible HubSpot CTI (embedded dialer) using the "Open calling window" option, which will open the embedded dialer in a separate window. The calling window must remain open to make and receive calls using the HubSpot's embedded calling.
