Partial degredation for Duo users

GitLab is observing a partial outage for GitLab Duo requests. We are investigating the failures. Outage issue: https://gitlab.com/gitlab-com/gl-infra/production/-/issues/20097

GitLab has verified that Duo-related features aside from code suggestions are seeing transient errors related to an upstream provider outage. Requests are likely to succeed on retry. GitLab has observed a significant reduction in Duo Chat errors since 21:00 UTC, with no recent failures in the last 30 minutes.
