Unable to Create Projects from Templates

We are currently investigating issues with creating and forking projects from templates. Details in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/20279.

We have identified a merge request from a recent deployment as the root cause. Details in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/20279.

A fix has been developed and is currently undergoing QA testing. Until the fix is deployed, a workaround can be used. Workaround details in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/20279#note_2659650444.

We have merged the fix for this issue and are now awaiting its deployment to GitLab.com. Details in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/20279.
