Stopped processes continue to produce logs

Engineers have identified that affected applications are isolated to a subset of Basic dynos in the US region of the Common Runtime. Other dyno types, Heroku services, Dashboard, and CLI are not affected. We will provide an update in 30 minutes.

Engineers continue to investigate application processes which may continue to run after their corresponding dynos have been scaled down or stopped in US region of the Common Runtime.

We are investigating an issue on the Common Runtime in the US region where application processes may continue to run after their corresponding dynos have been scaled down or stopped. These processes are not visible via heroku ps, but may cause side effects like continued logging. Our engineering team is actively investigating the root cause.
