Quad9's Lisbon Point of Presence experienced degraded performance for over 36 days due to significantly increased demand that exceeded available capacity. The service was resolved by deploying a replacement PoP called "qlis1" with substantially more capacity. Some Portuguese ISPs (Meo and Vodafone) are temporarily routing through Madrid while BGP policies are adjusted to direct traffic to the new Lisbon location.

This has been resolved. Our former "lis" PoP has been replaced with a new PoP "qlis1".
Meo and Vodafone in Portugal are currently routing to Quad9 in Madrid after the replacement. We are working with these networks to adjust their BGP policies to accept our new Anycast announcements in "qlis1" in the coming weeks.
