Legacy Tap - Incorrect OTI indicator

The remaining issues with the OTI indicators were mitigated. Our initial review has shown that all OTI indicators are performing as intended.
We will continue to monitor the situation closely.

Our team has made progress in restoring proper functionality to most of the OTI indicators in both Tap and Omny Campaign Manager.
However, we are still seeing sporadic issues for certain Campaign Summary OTI indicators. We continue our efforts to troubleshoot and restore full functionality.

Our team continues to search for the origin of the issue. We would also like to make a correction to our previous updates: the issue is affecting LEGACY Tap and not New Tap.
In summary, the issue is affecting the following service in Tap LEGACY and Omny Campaign Manger:
- Campaign summary OTI indicators.
- Campaign and advertiser delivery status OTI indicators.
- New stations created since the beginning of the incident will not show up in the targeting criteria in the UI.

We are still trying to isolate the origine of the issue that is causing the OTI indicators to display incorrect progress.
Please note that this issu has also been found to affect progress indicators in Omny Campaign Manager. We are adding it to the list of affected components in this incident.

We have become aware of an issue with Legacy Tap's OTI indicators which is causing some campaigns to display incorrect OTI data.
Note that campaigns are delivering properly and the impressions are showing correctly, but the OTI indicator might not reflect the actual progress of the campaign.
This issue is only affecting Legacy Tap.
