IAB categories not being displayed in New TAP + Ad Delivery from Legacy Tap

This incident has been resolved.

Our weekend monitoring has shown that the fix has indeed been successful.
The result of this issue is that, we will be reporting slightly underestimated Podcasting (only) Forecasting numbers. We have implemented a fix that should minimize the underestimating of the numbers. Since Forecasting numbers come from a rolling 28 day history, we expect that podcasting forecasting numbers will be back to normal by November 10th 2023.
There is also an impact for Avails (again, podcasting only) where a very limited number of flights might not appear as contending flights. This should be resolved by Friday 20th October.

The issue was found to be caused by a failed data node in our Montreal Data Center. The team has rebuilt the node and IAB categories can now properly be seen in the UI.
However, certain other data services still need to be restored on this node. We are actively working on this now.
In the mean time, new flights created in Legacy Tap (only) since around 2:00 UTC are not being considered for insertion.
