Foundational Flows are temporarily restricted to users with Beta/Experimental features enabled despite being a GA feature.
Our team has identified a fix. As a workaround, you can enable Beta and Experimental features to enable Foundational Flows.

Foundational flows now run correctly when experimental/beta features are disabled.
Workaround: To enable foundational flows, temporarily turn on experimental/beta features, enable the flows, save, then disable experimental/beta features.
A complete fix removing this workaround is in review and will be included in an upcoming patch release.
