Microsoft has identified that a section of their networking infrastructure was performing below acceptable tolerances due to increased traffic.
Traffic has been rerouted to an alternative infrastructure resolving this morning's incident.

We have again received reports from Microsoft advising users may be unable to access Microsoft teams services. Microsoft is investigating to isolate the root cause and develop remediation plans. The impact is specific to users in Europe, the Middle East and Africa.
