User impact: Users may be unable to access Skype.com and web.Skype.com
Current status: We've determined that running the service optimization commands will not provide the expected relief, instead we are increasing service throttling rules which will prevent further increases in traffic load.

Current status: We've identified that an unexpected increase in network traffic is causing impact. As a result the increased load to the affected infrastructure is preventing access to our services. We're running service optimization commands to increase load availability and improve performance, to remediate impact.
