The expired certificate has been restored, allowing some direct access to the API. However, subsequent API requests continue to result in a '502 error’. More engineers are being engaged to investigate and determine the best resolution path.

We are investigating a feature disruption where customers are unable to use the dashboard or Command Line Interface (CLI) and are unable to manage, create new dynos, or add-ons; however, running dynos and databases are unaffected. Initial investigations show that an expired certificate has caused the complete unavailability of the Heroku API. We are working to renew the certificate.
We will provide an update in 30 minutes or sooner if additional information becomes available.
