The issue has been successfully resolved, and the service is now fully operational.

Impact: You may have experienced intermittent delays and slowness with chats, and access denied errors in the "My Work" view of Conversations.
Exchange apps couldn't be fetched or displayed in chatbot builder, and Exchange apps fails during chatbot traffic processing on Answers.
